This is a vintage Japanese candle snuffer made of gold-colored metal, and is in the shape of a small lotus flower. The end of the handle has a lotus leaf and bud as well.
It is used for extinguishing burning candles on a Buddhist altar, and is a useful accessory for any butsugu set. The use of a snuffer helps to avoid problems associated with blowing hot wax and it avoids the smoke and odor of blowing a candle out.
