This is a vintage Japanese wood noh mask (noh-men) decoration. This character is the face of an old man (okina). This particular mask is called Kokushiki-jo. It has a black face and a movable jaw, used for a specific Noh play called Sanba-so. This mask comes with a fan-shaped wooden board where the mask can be placed for display. There are inscriptions on the back.
