This is a Japanese wooden fan or Uchiwa. Uchiwa is a traditional fan tool typically made of wood or bamboo and paper in a flat paddle-like shape. This particular fan is made of paper-thin slices of cedar wood collected from Koya, a place in western Wakayama Prefecture famous for the Buddhist temples on the mountain. This fan is very simple with mountain and tree cut-outs and heavily stylized calligraphy kanji.
