This is a Japanese Shippo flower holder. It is a tool for decorating flowers by inserting cut flower stalks into Shippo and balancing them (using large and small holes). The flowers can be arranged freely, and the flower stems are hard to damage, so they are gentle on the flowers and last for a long time.
