This item is an antique Japanese photo glass negative plate. The picture is a portrait of a woman wearing glasses and dressed in Hakama, a type of Japanese traditional clothing.  The woman is standing indoors in front of a Western-style wooden door. This negative plate is an elegant portrait of a woman in Japan in the 1900s.
