This is a vintage Japanese machine-printed reproduction of a military drawing by Fujita Tsuguharu, also known as Léonard Tsuguharu Foujita. The piece is called 'Defeat on Attu Island'. The Battle of Attu took place in 1943. It is placed on a piece of cardboard with a protective sheet of paper on top, with explanations in Japanese.
